Grace Carter is Government Affairs Counsel at Elastic, where she leads engagement with governments and policymakers across Europe on AI, digital regulation, data governance and cybersecurity. She brings extensive Brussels experience working at the intersection of technology and policy, with a particular focus on EU digital policy and regulation. Grace joined Elastic in 2025 following several years in European public affairs and policy advisory roles, including as Associate Director at Hanbury Strategy and positions at Red Flag Consulting and the European Policy Centre. She holds an LLM. in European Union Law from the University of Amsterdam and an LLB from the University of Glasgow.
