Ms. Humphrey’s organization implements digital Talent Management solutions and develops data analytics efforts to align and inform business strategies across the human capital lifecycle in support of Space Force priorities. In this capacity, she serves as a conduit and amplifier of digital solutions and business intelligence to remove barriers, increase data accessibility, improve agility, enhance decision making, and deliver critical business capability to all areas of the Space Force Acquisition workforce.
Her current efforts include multiple pilot programs in support of the Space Force Digital Backbone and the implementation of the Strategic Resource Management (SRM) model as a consistent methodology to effectively allocate human capital resources throughout the organization and inform workforce planning to support Space Enterprise business outcomes. Ms. Humphrey remains focused on working with other functional representatives to strengthen multi-disciplinary support for human capital planning, execution, and data analytics. She authored SMC’s data management strategy while supporting the Business Innovation Office (AtlasX) and has been an active participant with the Congressional Section 809 Committee to seek radical improvements to the DoD acquisition apparatus. The team’s efforts were captured in several recommendations of the Section 809 Volume III (final) report to Congress. Another key function supported by Ms. Humphrey is the identification of “impediments” to rapid/agile space acquisition and the development of “enablers” to break through these impediments.
During her twenty-year Air Force Space Acquisition career, Ms. Humphrey has served in six separate Systems Program Offices at the Space and Missile Systems Center (SMC). Ms. Humphrey has supported roles in several of the largest acquisition portfolios in the Air Force, including budget chief, contracting officer, and program management roles in multiple Systems Directorates overseeing the execution of nearly $10B annually. As a Space Acquisition Consultant, she was the Director of Government Solutions and owner of a Defense Consulting firm securing large, high-value partnerships for business development and Federal Agency clients. She was awarded SMC’s Civilian of Year three times and continues to work closely with Space Force leaders, SAF, and OSD counterparts to shape Acquisition and human capital guidance, policy, processes, and digital solutions.
