Julie is an established authority on federal procurement, federal IT modernization, cybersecurity, and government management. As head of Monument’s Federal Procurement practice and a member of the cybersecurity and technology practices, she provides strategic guidance on executive branch policy and regulatory, and legislative developments. Julie has extensive government experience having held senior roles at three federal agencies: the General Services Administration (GSA), the Department of Homeland Security (DHS), and the Department of Commerce.

Her experience extends beyond agency roles and includes senior counsel positions at the House Committee on Oversight and Government Reform, Senate Special Committee on Aging, and Senate Homeland Security and Governmental Affairs Committee. She also practiced law at two DC law firms, specializing in government contracts and trade issues.

In her most recently held government service role, Julie served as the Commissioner of GSA’s Federal Acquisition Service where she led an organization of 3,500 staff with responsibility for government-wide acquisitions valued at $75 billion. Following her government tenure, she was an independent consultant and Senior Advisor to the Chertoff Group.

Julie holds a J.D. from American University, a Master of International Commerce and Policy from George Mason University, and a Bachelor of Science from James Madison University.
